The National Transport and Safety Authority (NTSA) has announced an 18-hour system maintenance window that will disrupt its digital and in-person services starting from 10:00 p.m. on Friday, June 20, 2025, to 4:00 p.m. on Saturday, June 21.
In an official statement released Friday afternoon, the Authority indicated that all its services—including licensing, vehicle registration, and traffic enforcement—will be intermittently unavailable.
“The Authority plans to conduct a scheduled system maintenance… all our services will be intermittently unavailable,” NTSA stated.
What Services Will Be Affected?
The maintenance will impact seven key NTSA service areas:

1. Licensing Services
Applications and renewals for driving licenses will be paused, including:
- Provisional Driving License (PDL) applications
- Foreign license conversion
- Smart DL issuance and replacement
- Driving test bookings and updates
2. Motor Vehicle Services
Motor vehicle-related activities that will be disrupted include:
- Vehicle registration and ownership transfer
- Booking for inspections
- Duplicate logbook applications
- Number plate applications
- Change of vehicle details
- Importation permits
3. Corporate and Institutional Services
For banks, companies, and dealers, the following will be unavailable:
- Fleet management
- Trade license issuance
- Dealership registration
- Financial asset logbook processing
- Access to repossession and ownership data
4. Traffic Enforcement
Users will not be able to:
- Pay eCitizen traffic fines
- Apply for Certificates of Roadworthiness (COR)
- Access traffic citation or violation records
5. PSV (Public Service Vehicle) Services
Unavailable PSV-related services include:
- PSV badge and license applications
- Vehicle licensing
- Route allocation processing
6. Safety and Regulation
This includes:
- Road safety statistics and data
- Complaint and whistleblowing submissions
- Road safety educational resources
7. Administrative & Support Functions
You will also be unable to:
- Apply for duplicate documents (e.g., logbooks, DLs)
- Manage TIMS accounts
- Contact customer support
What You Should Do
NTSA has advised users to plan ahead and complete any urgent transactions before the outage period begins. This includes activities on the Transport Integrated Management System (TIMS) and eCitizen.
Although the Authority apologized for any inconvenience, it reaffirmed that the exercise is critical for improving the system’s efficiency and reliability.
